Corporate Service
The Service is responsible for management of human resources, finance, assets and human resources development including the administration of the Asian Productivity Organization (APO) overseas programs. The operation of this service is carried out in conjunction with the Public Service Commission, Ministry of Finance and National Planning, other central agencies; and other key services of the Ministry. A major function of the Service is the effective operations of the Ministry's Performance Management Program.

Labour Standards Service
The Labour Standards Service aims to protect workers by ensuring that employers are doing the right thing through the application of terms and conditions of employment which are not inferior to the minimum conditions established in the Employment Act and Wages Regulation Orders, and those established under collective agreements. The Service secures compliance through promotion, consultation, inspection and enforcement initiatives.

Labour Administration Service
Responsible for the effective administration of trade unions and industrial associations through elaborate procedures on registration, annual general meetings, election of officials and management of finances and resources. The Labour Administration Service is also Secretariat to the Labour Advisory Board, the Trade Unions Advisory Council and the ten (10) Wages Councils. It monitors the implementation of decisions made through these forums and their respective performances. Proposals for the set up of a Tripartite Forum are also administered through this Service.

Policy and Legal Service
This service performs two distinct functions. The policy section is responsible for providing sound policy advice. It also formulates and coordinates new policies pertaining to labour matters and facilitates the review of existing labour legislation to be responsive to contemporary practice in industrial relations. The legal section is responsible for provision of professional legal advice in all facets of the Ministry's responsibilities and conducts prosecutions on alleged breaches to the administered legislation.

Industrial Relations Service
The aim of this Service is to promote and maintain a stable and peaceful industrial relations climate which is conducive to economic growth and employment generation. This is achieved by developing a team of competent personnel, improved dispute settlement systems, awareness raising on industrial relation legislation and systems, and encouraging greater self-reliance in relations between employers and workers at organizational level.

National Occupational Health & Safety Services
The National Occupational Health and Safety Service aims to promote and maintain a working environment, which is healthy and safe to both workers and employers and directly contributes to improved productivity. This is achieved by improved OHS awareness through training of OHS committees, joint OHS partnership projects, development of OHS regulations and codes of practices, OHS audits, investigations and enforcement initiatives. The Service also processes workers' compensation claims for work-related injuries and deaths.
